Minutes of the Monthly Meeting of the Town of Webster Board of Supervisors,

May 15, 2007

 

 

1.  Call to Order:  Chairman Skip Oliphant called the monthly board meeting to order at  7 PM with all members present.  A total of 20 people were in attendance.

 

2.  Pledge of Allegiance:  The Board led the reciting of the Pledge of Allegiance.

 

3.  Proof of Posting:  Clerk Yttri gave proof of proper posting of meeting in two newspapers, at the two posting places, on the Town website and via email for those citizens who have signed up for email notification.

 

4. Adoption of Agenda: Thelen moved to adopt the agenda, seconded by Parker. Motion carried. 

 

5. Minutes of Previous Meetings:  Clerk Yttri provided copies of the minutes of the April 17, 2007 meeting.  Thelen moved to approve the minutes as printed, seconded by Parker. Motion carried.

 

6. Review and Payment of Bills:  The current checkbook balance is $5,219.88 and the monthly bills totaled $39,398.29. The Board chose to pay $4,060.00 toward the bills.  Parker moved to approve the payment of bills presented except for Scott Construction, seconded by Thelen.  Motion carried.

 

7. Review Building Permits:  none

 

8. Fire Number Applications:  none

 

9. Uniform Addressing/Road Naming System:  Sgt. Bruce Olson of the Vernon County Sheriff’s Dept. presented an updated Addressing Ordinance that will go before the County Board on the June 5 Board Meeting.  All Road and Fire # Addressing signs will be purchased through his dept. to ensure uniformity and minimum duplication within the county.  The fire signs will be larger and double sided and will be installed from both road directions.  Also by 2012 all road name signs will be required to be on a 9” sign instead of the current 6” sign.  After his presentation the Board, Thelen moved to send a letter of support recommending the passage of the Uniform Addressing Ordinance, seconded by Parker. Motion carried.

 

10. Daniel Offedahl – LIO GIS Specialist/Project Manager:  Daniel explained the basics of the proposed law that state municipalities must have a Comprehensive Plan in place by the year Jan. 1, 2010 in order to enforce ordinances. She state the Town of Webster was approved to receive a grant from the Nuzum Fund to help pay for part of the cost of adopting Comprehensive Planning.

11. Patrolman’s Report:  They indicted that the Spring Clean-up went well, that the new diesel fuel barrel is now in place and that pothole filing continues to be a priority.

 

12. Public Input:  Barb Briggs thanked patrolman Wirts for the quick removal of a landslide on Husker Hollow Road.  Rosanne asked about previous errors in the minutes were being corrected, Clerk Yttri state that they were. Also she asked about road permits and who pays for gravel into field roads, the board replied that owner usually pays unless it is new and rebuilt.

14. Future Meeting Dates:                         

 

            May 30 – Open Book 2-6 PM and Board of Review 7-9 PM

June 19 -- Monthly Board Meeting, 6:30 PM

 

15. Adjourn:  Thelen moved to adjourn, seconded by Parker.  Meeting adjourned.
