Minutes of the Special Meeting of the Town of Webster Board of Supervisors

Hearing on the Proposed Road Weight Limits Ordinance

February 7, 2007

Call to Order:  Meeting called to order at the Webster Town Hall by Chair Oliphant at 7:00 PM. All board members were present. A total of 35 people were in attendance.

Pledge of Allegiance:  The Board led the reciting the Pledge of Allegiance.

Proof of Posting:  Clerk Yttri attested to the proper posting in two newspapers for two weeks in addition to posting at the three designated locations and on the website and via email for those residents who have signed up for the notification.

Reading of the Ordinance:  Clerk Yttri read the proposed ordinance and several copies were distributed to residents.

Purpose:  Attorney Gary Monson drafted the Ordinance with assistance from Chair Oliphant.  The main intent is to limit trucks that exceed 60% of its weight limit to travel through the Town as a short cut or time saving route and not have any business in the Town.  The Ordinance would continue to allow trucks to pickup and deliver supplies and commodities to and from any place of business or resident within the Town.  Seasonal weight limitations will still be established on the roads during the springtime when the frost is coming out and the roads could be damaged easily.  The Ordinance would allow the Town Board to designate ‘heavy truck routes’ which would state what type of vehicles could be operated on such roads.

Discussion:  A resident asked if the Ordinance complies with other Towns; Chair Oliphant didn’t think other Towns had such a regulation.  Several people spoke about the poor conditions of some less traveled roads.  Enforcement of the Ordinance was questioned; Oliphant stated the Town does not have a “Citation Ordinance” so that the Board will work with the Vernon County Sheriff’s Department.  He also stated that the residents could help out on reporting violators and that it was his hope that truckers would voluntary abide.  Overall most of the residents thought that the Ordinance was a good idea.

Adjourn:  Supervisor Nemec moved to adjourn the meeting. Supervisor Parker seconded.
