Minutes of the Monthly
Meeting of the Town of Webster Board of Supervisors,
1. Call to Order: Chairman Skip Oliphant called monthly board
meeting to order at 7:00 PM. A total of 12 people were in attendance plus all
board members.
2. Pledge of Allegiance: The Board led those in attendance in
reciting the Pledge of Allegiance.
3. Proof of Posting: Clerk Yttri gave proof of proper posting of
meeting and agenda.
4.
Adoption of Agenda: Chairman Oliphant requested to add item 8 (a) Placing
ads for gravel, rock and screenings bids.
Gordon Nemec moved to adopt the agenda with the 8(a) addition. Tim Parker seconded. Motion carried.
5.
Minutes of Previous Meetings: Nemec
moved to approve the minutes, with two changes 1) Bill for Ver. Co. Humane
Society for three dogs picked up was adjusted to one, because their owners
picked up two dogs. 2) Burning
Ordinance Hearing was postponed due to publishing timing error. Parker seconded. Motion carried.
6. Review/Payment
of Bills: With the current bills at
$40,172.00 and checkbook balance at $60,000.00, a motion by Nemec to approve
all bills, seconded by Parker. Motion
carried.
7. Update
on Website: Rosanne Boyette
questioned timeless of agendas & minutes posting. Clerk Yttri stated that the agendas are posted about 24 hours
prior to the Board meeting, usually they are also e-mailed to the Town’s Web
list. Posting of the minutes will be
taken under advisement.
8. Update
UDC Code: Rosanne Boyette questioned policing issues and overall management
of the UDC Building Code with all the residence of the Town. Wayne Haugrud, UDC Building Inspector, is
the person in charge and who has the authority dealing with these issues. The Board, and employees along with the
Town’s residents are assisting with this monitoring process.

Gravel & Road Rock Bids:
Clerk Yttri was advised to advertise for bids for Gravel & Road Rock
to be opened at next months meeting.
9. Patrolman Report: Shane reported that the JD 6410 brushing tractor was being repaired at Horizon Equipment in Westby because of hydraulic pump problems. The Grader is in need of tire chains; Supervisor Nemec is assisting getting a better price from different sources. The Board will research to see if the new truck’s electronic problem is covered by the warranty.
10. Board Comments: Supervisor Parker suggested a public meeting with Jerry Kins, Assessor later this Spring.
11. Public Input: Rosanne Boyette questioned how the Driveway Ordinance would address a business driveway. Chairman Oliphant read a portion of the Ordinance that addressed this situation. Rosanne also reminded the Chairman about a letter concerning “Burning” be sent to the County Board Chairman, which Chairman Oliphant has completed. Jack Lee bought up the possibility of a cell tower being erected to the Town and lighting concerns of this installation. Joe Swanson asked about penalty for non-compliance in the Driveway Ordinance and the UDC mandates. The Board stated that the UDC Inspector has the authority to control these situations.
18. Future Meeting Dates: February 8 at 6 PM—Review the Clerk’s Financial Records
Due to Spring Primary Election on Tuesday, Feb 21 meeting date moved to Wednesday, February 22—Burning Ordinance Hearing 6 PM, and Monthly Board Meeting at 7 PM.
19. Adjourn: Parker moved to adjourn. Nemec seconded. Meeting adjourned.
