Minutes of the Monthly Meeting of the Town of Webster

Board of Supervisors

January 21, 2014



1.  Call to Order:  Chair John Young called the monthly board meeting to order at 7:00 PM with Supervisor Gordon Nemec, Treasurer Jan Parker and Clerk Ole Yttri present.  Supervisor Art Thelen was absent.  A total of 8 people were in attendance. 


2. Pledge of Allegiance:  The Board led the reciting of the Pledge of Allegiance.


3.  Proof of Posting:  Clerk Yttri gave proof of proper posting of meeting and agenda, (two newspapers, at the three posting places, on the Town website and through email for those citizens who have signed up for email notification).


4. Adoption of Agenda: Young moved to adopt the agenda, seconded by Nemec.  Motion carried. 


5. Minutes of Previous Meetings:  Clerk Yttri presented the minutes of the December 17, 2013 and January 7, 2014 meetings.  Nemec moved to adopt the minutes, seconded by Young.  Motion carried. 


6. Review and Payment of Bills:  The current checkbook balance is $180,800.82 and the monthly bills total is $18,979.67.  Nemec made a motion to pay the bills and make a $25,000.00 loan payment on the short-term-note, seconded by Young.  Motion carried. 


7. Review Building Permits: none

8. Fire Number Applications:  none


9. Gunderson Health Dept. DOT Testing Services Agreement: Young moved to accept and sign the agreement with Gunderson Health Dept., seconded by Nemec.  Motion carried. 


10. Husker Hollow Bridge Replacement Land Purchase: The board met with Fred Gruber from Jewel Associates Engineers on January 7, 2014 to complete forms for real estate purchases for the bridge project.  The project needs .1 acre from Mike Anderson and .04 acre from the Barlow family.  Mike Anderson accepted the offer of $400.00 and the Barlow’s accepted $150.00 for these properties. Young moved to accept the payments, seconded by Nemec.  Motion carried. 


11. Vernon County Hazard Mitigation Grant- Avalanche Area:  Clerk Yttri shared the VC Board of Supervisors the joint FEMA and DNR Grant to purchase homes in the Avalanche and Bloomingdale areas.  There are six-seven home owners in Avalanche that have shown interest of the buy-out.  Michele Engh, grant writer plans to inform the Webster Town Board at the February meeting.


12. Sand and Salt Shed Replacement Options:   The board is going to gather information for a replacement or other options and present this info. at the April Annual Meeting.


13.   Patrolman’s Report:  Patrolman Walker informed the board that 23 of the last 32 days they have spent plowing snow and sanding the roads.  They still are working on a starter problem on the IH-2001 Truck.  Tires have been mounted on both the trucks.  All are waiting for the new sander in mid-January.


14. Public Input:   none


15. Board Comments:  Young has heard that the town patrolmen have done a great job keeping the roads plowed.


16. Future Meeting Dates:

            January 31 – WTA County Meeting in Viroqua, 7:30 PM                                       

February 18 – Transportation Committee Meeting, 6:30 PM

February 18 -- Monthly Board Meeting, 7:00 PM


17. Adjourn:  Young moved to adjourn, seconded by Nemec.  Meeting adjourned.
