Minutes of the Monthly Meeting of the Town of Webster

Board of Supervisors

January 15, 2013

 

 

1.  Call to Order:  Chair John Young called the monthly board meeting to order at 7:30 PM after the 2013 Caucus for the April Election.  Supervisors Art Thelen, Linda Kennedy, Treasurer Jan Parker, and Clerk Ole Yttri were present.  A total of 11 people were in attendance.

 

2. Pledge of Allegiance:  The Board led the reciting of the Pledge of Allegiance.

 

3.  Proof of Posting:  Clerk Yttri gave proof of proper posting of meeting and agenda, (two newspapers, at the three posting places, on the Town website and through email for those citizens who have signed up for email notification).

 

4. Adoption of Agenda: Young moved to adopt the agenda, seconded by Kennedy.  Motion carried. 

 

5. Minutes of Previous Meetings:  Clerk Yttri presented the minutes of the December 18, 2012 meeting.  Kennedy moved to adopt the minutes, seconded by Thelen.  Motion carried. 

 

6. Review and Payment of Bills:  The current checkbook balance is $271,791.05 and the monthly bills total is $13,253.24.  Thelen made a motion to pay the bills, seconded by Kennedy.  Motion carried. 

 

7. Review Building Permits: none

8. Fire Number Applications:  none

 

9. Discuss Completed CDBG-EAP Projects: The board is waiting for reimbursement.

 

10. Initial Invoice Husker Hollow Bridge Project Wis DOT & VC Highway Dept.:  The town was sent a bill to WI DOT for initial planning fees of $64.00 of which $32.00 (1/2) will be reimbursed by Vernon County.

 

11. Multi-Hazards Mitigation Plan 2012-2016:  Kennedy moved to adopt the 2012-2016 Vernon County Plan, seconded by Thelen.  Motion carried. 

 

12. Gunderson Lutheran DOT Contract Renewal:  Thelen made a motion to continue the contract with Gunderson Lutheran, seconded by Young.  Motion carried. 

 

13. Town Resident Camping Trailer Route:  Mike Mowery asked that the town patrolmen if they could trim the trees and brush on a route from his home through Avalanche to reduce damages to his camping trailer.  They will keep this in mind when they are trimming.

 

14. Employee Handbook Review:  Kennedy distributed additional copies of the handbook for the board to review and will discuss at the Feb. meeting.

 

15. VC Humane Society Annual Contract Renewal:  This will be extended until the February meeting. 

 

16. Patrolmen’s Report:  Patrolman Hysel stated that they had plowed 10” of snow this winter so far, replaced the shop office furnace, and the refrigerator needed replacement (Treasurer, Jan Parker offered a donation).  Tires are needed on the road grader at a cost of $1,400 - $2,000 each.

 

17. Public Input:  none

18. Board Comments:  Young asked the clerk to advertize for bids for road gravel and seal coat and have them opened at the Feb. Bd meeting.

 

19. Future Meeting Dates:

            February 19 – Spring Primary Election, 7 Am – 8 PM

      February 21 – Transportation Committee, 6:30 PM (date change due to election)

      February 21 -- Monthly Board Meeting, 7:00 PM                                  

     

20. Adjourn:  Thelen moved to adjourn, seconded by Kennedy.  Meeting adjourned.
