Annual Meeting

April 13, 2004

 

 

The Annual Meeting of the Town of Webster was held on April 13, 2004, at 8 p.m. at the Town Hall.  There were 50 people in attendance.  Chairman Joe Swanson called the meeting to order.  Clerk Ole Yttri read the minutes of the last Annual Meeting.  Bud Nemec made a motion to accept the minutes as read, and Duane Parr seconded.  Carried.

 

The Financial Report was approved after discussion and questions were answered.

 

The four resolutions were reviewed for any changes.  They are:

 

Resolution I.  Be it resolved by the town meeting that we authorize the town board to borrow money necessary to carry on town business until tax roll is collected.

Resolution II.  Be it resolved by the town meeting that we authorize the town clerk to place upon the tax roll any money due to the town that can be legally assessed, and the town treasurer be instructed to collect the accounts according to law.

Resolution III.  Be it resolved by the town meeting that we authorize the town board to borrow money on short-term credit to carry on the present seal-coating program.

Resolution IV.  Be it resolved by the town meeting that the town board be authorized to levy the amount necessary for bridges.

 

Duane Parr made a motion to accept the four resolutions, seconded by Dan Arnold.  Carried.

 

Chairman Swanson asked in which newspapers the town should advertise monthly meetings and notices.  Motion by Duane Parr to post notices in the Vernon County Broadcaster and Episcope, seconded by Roseanne Boyette.  Motion failed to pass.  Motion by Carla Oliphant, seconded by Bud Nemec to post notices in the Episcope and bids in Vernon County Broadcaster and Episcope.  This motion was amended to post all notices and bids in the Episcope to save money.  Motion by Carla Oliphant, seconded by George Briggs, carried with 25 “yes” and 16 “no” votes.  Motion by Paul Daines and seconded by Mark Katz to post notices at the La Farge State Bank, Avalanche Store and Town Hall.  Carried.

 

New Business:

-Terms could be rotated between 2 and 3 years.

-Board could better reflect diversity of the township population.

-Meetings would not need to be rescheduled due to lack of a quorum.

Motion by Jan Parker, seconded by Duane Parr to leave the three-person board as is.  Motion passed.

-The Town needs to have proper driveways built.

-Committee could assist information gathering on future truck and machinery            purchases, but the Board would make the final decisions.

-The committee could gather more input from more people.

-The Board is not paid enough to manage board issues as well as review roads.

      $5-6,000.00 on it this year; replacement cost would be $70,000 to $80,000.

 

 

Bud Nemec made the motion to adjourn, seconded by Bill Holzli.  Carried.
