Minutes of the Monthly Meeting of the Town of Webster

Board of Supervisors

July 15, 2008


1.  Call to Order:  Chair Skip Oliphant called the monthly board meeting to order at 6:30 PM, with all members present.  A total of 15 people were in attendance.


2.  Pledge of Allegiance:  The Board led the reciting of the Pledge of Allegiance.


3.  Proof of Posting:  Clerk Yttri gave proof of proper posting of meeting and agenda, (two newspapers, at the four posting places, on the Town website and via email for those citizens who have signed up for email notification).


4. Adoption of Agenda: Parker moved to adopt the agenda, seconded by Thelen. Motion carried. 


5. Minutes of Previous Meetings:  Clerk Yttri presented the minutes of the June 17, 2008 meeting.  Parker moved to approve the minutes, seconded by Thelen. Motion carried.


6. Review and Payment of Bills:  The current checkbook balance is $28,042.28 with monthly bills of $8,207.05. Parker made a motion to pay the current bills, seconded by Thelen. Motion carried. 


7. Review Building Permits:  James Passalaqua, Tim Parker, Roman Beechy

8. Fire Number Applications:  none


9. Comprehensive Planning Committee Update: Jack Lee, Chairman, stated that 190 surveys had been returned and that Barb Briggs is compiling and tabulating the results.  The next meeting will be tonight after the board meeting for the entire committee will have a chance to review the surveys.


10. Transportation Committee Update:  Rosanne Boyette, Chairman, reported that the committee has met and is working with Vernon County’s GIS planner to begin to update mapping of the Town roads.


11.  TRIP Road Repair Projects:  Chair Oliphant reviewed the TRIP projects Located at the following roads:  Dell Road, Bloomingdale Road, West Salem Ridge Road, Tri-state Road, Avalanche Road. Clerk Yttri was directed to post bid notices for those roads.


12.  2008 Flood Damage Update and Patrolmen’s Report:   Bloomingdale Road is open but still has a problem with sheer dropoffs. Potter Ridge Road and Wemmer Hollow still need lots of work.


13. Patrolmen’s Report:  Patrolman Wirts reported that the first round of mowing is completed on all Town roads.  The patrolmen are continuing to work on flood-damaged roads.


14. Public Input:  Rosanne Boyette asked the Clerk to update the Website with the phone and addresses of the Comprehensive Planning Committee members. She also questions whether Kirking Road should continue to be a through roadway since it suffered severe damage in the last two floods.


15. Board Comments:  The consensus of the Board is that Kirking Road should continue to be a through roadway.


16. Future Meeting Dates:


July 22 -- Transportation Committee, 7:30 PM

July 24 – WTA Meeting in Viola Park, 6:00 PM

August 4 – Comprehensive Planning Committee, 6:30 PM

August 19 -- Monthly Board Meeting, 6:30 PM


18. Adjourn:  Thelen moved to adjourn, seconded by Parker.  Meeting adjourned.
