Minutes of the Monthly Meeting of the Town of Webster Board of Supervisors,

September 18, 2007

 

1.  Call to Order:  Chair Skip Oliphant called the monthly board meeting to order at 6:30 PM with all members present.  A total of 16 people were in attendance.

 

2.  Pledge of Allegiance:  The Board led the reciting of the Pledge of Allegiance.

 

3.  Proof of Posting:  Clerk Yttri gave proof of proper posting of meeting in two newspapers, at the three posting places, on the Town website and via email for those citizens who have signed up for email notification.

 

4. Adoption of Agenda: Parker moved to adopt the agenda with the deletion of item #7, seconded by Thelen. Motion carried. 

 

5. Minutes of Previous Meetings:  Clerk Yttri read the minutes of the August 21, 2007 meetings.  Thelen moved to approve the minutes as read, seconded by Parker. Motion carried.

 

6. Review and Payment of Bills:  The current checkbook balance is $17,600 and the monthly bills totaled $40,861.17. The Parker made a motion to pay $8,433.00 toward the bills, and to delay till next month bills to Vernon Cty. Hwy. Dept and Kraemer Co, seconded by Thelen.  Motion carried.

7. Budget Update

8. Review Building Permits:  Clair Morrison, Jacob Robertson

 

9. Fire Number Applications:  Susan Boudreau, Eugene Lyons (2), Kevin Kihslinger, Michael Aliota

 

10. MOU Voter Registration w/Vernon County:  The Board renewed the Voter Registration Agreement with the Vernon Cty Clerk’s office for 2008 - 2009 two year term at $300 per year.

 

11. Vernon County Humane Society Yearly Contract:  The Board renewed the Vernon Cty. Humane Society Agreement for them to pick up stray dogs in the Town and the Town will reimburse them at $125 per dog for 2008-year term.

 

12. Naming of Plan Commission Members:  Chairman Oliphant named the committee members.  They are:  Kelly Swanson, Ardene Wirts, Kathy Appleman, Kent Krause, Gordon Nemec, Bill Holzli and himself, Glen Oliphant. Thelen moved to approve the members, seconded by Parker. Motion carried.

 

13. Update Road/Culvert Repair from Flood Damage: Chairman Oliphant stated he had attended a FEMA update meeting at WTC in Viroqua today.  He said that N. Elk Run Rd and Potter Ridge Rd were still closed due to culvert washouts and will be repaired soon.  Bloomingdale Rd and Kirking Rd are now open.

 

14. Patrolman’s Report:  Patrolman Jody Wirts was not in attendance.

 

15. Public Input:  Rosanne Boyette questioned if the Town is covered by the Vernon County ‘Animal Siting Ordinance’ which was adopted in August.  There were several questions and comments from residents’ concerning the Planning Commission.

 

16. Board Comments:  Chairman Oliphant thanked everyone for their patience with the road patrolmen during the severe flooding.

 

17. Future Meeting Dates:                         

October 16 -- Monthly Board Meeting, 6:30 PM

 

18. Closed Executive Session to Discuss Patrolman Position, State Stat. 19.85 (c)

            The Board took no action or made any decisions dealing with a patrolman position during the Closed Session, will revisit the issue within a month.

 

19. Adjourn:  Parker moved to adjourn, seconded by Thelen.  Meeting adjourned.
